SOLVED: So how I was able to fix the issue after deleting and reinstalling the game, I found the original 1.7.0.3 file I had would run the game again but only if I ran the launcher first. After I fixed the original launcher I deleted the manual downloads I had of the fallout 3 script extender and redownloaded it, but this time I downloaded it through vortex, but I still started the game through the game fose_launcher file while running as administrator, and finally my game started up again as normal. Huge pain in the ass, but hopefully this thread helps someone.

UPDATE: I was able to get my original launcher to run the game but still my script extender is just giving me a short black screen then nothing.

So, I just recently started modded fallout 3 earlier tonight (Not my first ever time modding) and everything was going well until I was changing the default fov to 110, but as I was going into the file I accidentally clicked the original fallout 3 file and my screen went black and then back to normal. I didn't think anything of it until I tried to start up the script extender launcher and it wouldn't start. Now neither of my versions will start the game. I tried replacing the files and reinstalling the game and the script extender and other stuff but nothing.
